Первое упоминание относится к п. 5 разд. 1 (основные понятия): «перспективные методы искусственного интеллекта - методы, направленные на создание принципиально новой научно-технической продукции, в том числе в целях разработки универсального (сильного) искусственного интеллекта (автономное решение различных задач, автоматический дизайн физических объектов, автоматическое машинное обучение, алгоритмы решения задач на основе данных с частичной разметкой и (или) незначительных объемов данных, обработка информации на основе новых типов вычислительных систем, интерпретируемая обработка данных и другие методы)». Здесь при расшифровке сильного ИИ акцент сделан на автономности, автоматичности, самообучаемости и интерпретируемости, что характерно для глубокого машинного обучения на современном этапе [31; 33] и является необходимым, однако не достаточным для второго этапа [12; 35]. Таким образом, первое упоминание сильного ИИ в Стратегии сделано в рамках концепции слабого интеллекта и помещено в контекст основных понятий первого этапа. Этот вывод относится и к «перспективным методам» (п. 31,45).

Во втором разделе Стратегии («Развитие искусственного интеллекта в России и мире») описывается развитие представлений об ИИ в рамках первого этапа. В этом контексте в п. 9 отмечено: «Создание универсального (сильного) искусственного интеллекта, способного, подобно человеку, решать различные задачи, мыслить, взаимодействовать и адаптироваться к изменяющимся условиям, является сложной научно-технической проблемой, решение которой находится на пересечении различных сфер научного знания - естественно-научной, технической и социально-гуманитарной». Все правильно, однако такая формулировка лишний раз указывает на то, что сильный ИИ вынесен за рамки Стратегии как «сложная проблема». Последнего упоминания находится в п. 30 разд. 5: «Фундаментальные научные исследования должны быть направлены на создание принципиально новых научных результатов, в том числе на создание универсального (сильного) искусственного интеллекта». Несмотря на то, что контекст данного раздела относится к проблематике первого этапа, ориентация фундаментальных исследований на разработку сильного ИИ оставляет некоторые шансы на переход ко второму этапу после окончания действия Стратегии в 2030 г.

Приведенные результаты анализа Стратегии однозначно указывают на ориентацию государственной политики Российской Федерации на развитие слабого ИИ. При этом основные конкуренты нашей страны на мировой арене ориентируются на создание технологии сильного ИИ, а передний край научных разработок конкурентов находится в области искусственного суперинтеллекта. Отсюда можно вывести общее экспертное заключение: российская политика развития ИИ отстает от соответствующей политики стран-лидеров на одно поколение (этап) по технологиям и на два - по научным концепциям. Для исправления сложившейся ситуации необходимо асимметричное решение. По мнению автора, таким решением может стать разработка нового официального документа - «Национальной стратегии развития искусственного суперинтеллекта на период до 2050 года». Это позволит на уровне национальных стратегий опередить остальные страны и действительно занять «лидирующие позиции в мире».

Заключение

Анализ декларируемых и латентных стратегических целей государственной политики развития ИИ в Российской Федерации, зафиксированных в Стратегии, показал, что такое развитие до 2030 г. планируется осуществлять в рамках концепции слабого ИИ. В то же время ряд стран нацелены на создание новых технологий в соответствии с концепцией сильного ИИ и проведение научных исследований по искусственному суперинтеллекту. Для выхода России в мировые лидеры в области ИИ предложено сосредоточить усилия на разработке технологий третьего этапа (супер ИИ) и сформировать новую национальную стратегию с горизонтом планирования до середины XXI в. Практическая значимость полученных результатов связана с выполнением п. 57 проанализированного документа: «В целях аналитической поддержки реализации настоящей Стратегии проводятся научные исследования, направленные на прогнозирование развития технологий искусственного интеллекта... Результаты этих исследований должны учитываться при принятии управленческих решений».
