Во многих регионах (Ивановская, Курганская, Тюменская, Сахалинская обл.) не снижаются инфекционные болезни, заболеваемость хроническим алкоголизмом в 2006-2011 гг. в расчёте на 100 тыс. населения снизилась с 88,9 до 66,2 (в Москве -- 31,9, в Петербурге -- 30,1), но остаётся высокой в Ненецком АО (168,3), Хабаровском крае и т.д. Снизилась заболеваемость сифилисом (за 10 лет с 278 до 31 на 100 тыс. чел., т.е. в 9 раз?-- Лента.ru 9.9.2013), туберкулёзом, число абортов (со 121 до 67 на 100 тыс. жителей), но оно велико в Магаданской (148), Псковской (101), Тверской (92) и ряде других областей (в Москве?-- 63, Чечне -- 12). Около 15% семейных пар в России не могут иметь детей и это число растёт, т.к. из-за неправильного образа жизни число здоровых подвижных сперматозоидов у среднего мужчины сократилось, по данным Научного центра акушерства, гинекологии и перинатологии, с 200-250 до 25 млн./мл.
Общие выводы
1. При переходе к социально-инновационной экономике изменяется содержание и показатели национального здоровья, развития здравоохранительного комплекса, продукта и рынка, парадигма здравоохранения, тенденции его развития, соотношение общественных и частных благ.
2. Действующие в мире системы здравоохранения имеют свои преимущества и недостатки, но не могут быть механически перенесены в Россию.
3. Обобщение высказанных в печати предложений позволяет с системных позиций определить основные направления реформы здравоохранения, включая критерии оценки ее эффективности, источники и объекты финансирования, соотношение бесплатных и платных услуг, функции ОМС, организационные формы охраны и укрепления национального здоровья.
