Подводя итог отношениям ЕС и Азербайджана в рамках Восточного партнерства, стоит отметить, что результаты сотрудничества двух акторов далеки от намеченных Евросоюзом целей. На низком уровне находится взаимодействие в области демократии, прав человека, политического диалога. Единственной успешной сферой является энергетика. Основной причиной неудач является разница в интересах между партнерами.

Несмотря на многообещающие цели, такие как создание углубленной и всеобъемлющей зоны свободной торговли и подписание соглашения об ассоциации, реализация программы Восточного партнерства в Азербайджане осложнена целым рядом факторов. Во-первых, Баку достаточно осторожно относится к программе, проявляя особый интерес лишь к взаимодействию с ЕС в сфере инвестиций, образования и науки, визовой либерализации, и к энергетическому сотрудничеству. Во-вторых, Азербайджан, не являясь членом ВТО, не может участвовать в создании зоны свободной торговли с Европейским союзом. В-третьих, Азербайджан не стремиться к активному участию в многостороннем формате программы Восточного партнерства из-за нерешенного конфликта с Арменией. В-четвертых, у нынешнего руководства Азербайджана отсутствуют амбиции по вопросу европейской интеграции, в связи с этим влияние принципа «политической обусловленности» на политику страны остается минимальным.

Заключение

Проект Восточного партнерства был создан с целью интеграции шести стран Восточной Европы в Европейский союз. С помощью этой программы ЕС намеревался усилить свое влияние в Восточной Европе, диверсифицировать пути и источники поставок энергоносителей в Европу, обеспечить безопасность, бороться с миграцией и преступностью. Странам-партнерам предлагались отношения, построенные на общих ценностях, и широкие перспективы для развития многостороннего сотрудничества в рамках ВП.

Проект Восточного партнерства стал важным шагом на пути к региональной дифференциации Европейской политики соседства. Тем не менее эта амбициозная инициатива за 10 лет своего существования не принесла ЕС желаемых результатов. К причинам неудачи можно отнести растущее влияние России в этом регионе, универсальный подход ЕС к взаимодействию с партнерскими государствами, а также недостаточное финансирование программы, несоизмеримое с поставленными целями.

С помощью теории внешнего управления удалось провести анализ внешней политики ЕС по отношению к Восточному партнерству. Были выявлены причины создания ВП, основные форматы взаимодействия со странами-участницами, а также систематизирована информация о двухсторонних и многосторонних инструментах сотрудничества, в которых большую роль играет принцип политической обусловленности как способ демократизации стран Восточного партнерства. ЕС использует как позитивную (либерализация виз, подписания соглашений об ассоциации, финансовая и техническая помощь), так и негативную (применение санкций) обусловленность. Было установлено, что отсутствие перспективы вступления в ЕС значительно ослабило эффективность применения принципа обусловленности в странах Восточного партнерства.

Результаты проведенного исследования подтвердили выдвинутую автором гипотезу: ЕС постепенно приходит к принятию того, что не все партнеры могут и хотят соответствовать правилам и стандартам ЕС. За последние несколько лет произошло усиление различий между странами-участницами Восточного партнерства - только часть из них приняла решение подписать соглашения об ассоциации с ЕС. Новый дифференцированный подход Евросоюза дает новый импульс для развития отношений между ЕС и некоторыми странами-партнерами (Украина, Молдова и Грузия), наиболее заинтересованными в интеграции с Европой. Эти государства обязались принять часть правил и норм EC в области внутреннего рынка, взамен на дополнительные торговые преимущества. Более того, они дали согласие на то, что ЕС в праве устанавливать особые торговые ограничения, если в этих странах будут нарушать права человека и основные свободы.

Страны с авторитарным правительством, такие как Белоруссия и Азербайджан, рассчитывают на партнерские отношения с ЕС, основанные на взаимном экономическом сотрудничестве. Требования ЕС расцениваются в этих странах как вмешательство во внутреннюю политику и угроза потери власти. Белоруссия в рамках Восточного партнерства твердо диктует свои условия, давая понять Евросоюзу, что взаимодействие с Западом будет направлено в первую очередь на развитие экономических связей и не будет означать какой-либо политической либерализации в стране. Схожая ситуация складывается и в отношениях ЕС с Азербайджаном, которые ограничиваются сотрудничеством в области энергетики и транзита. В Азербайджане процесс европейской интеграции также затрудняется из-за позиции Запада по поводу нагорно-карабахского конфликта. Этот фактор сдерживает не только политический диалог, но и экономическое сотрудничество.

Как показывает представленный в этой работе анализ политики Восточного партнерства Евросоюза, траектория трансформации ВП заключается в его последующей дифференциации. ЕС будет вынужден отказаться от принципа универсальной обусловленности и строгой иерархии по отношению к авторитарным странам, таким как Белоруссия и Азербайджан, что предполагает тенденцию к применению более практичного и гибкого подхода ЕС к взаимоотношениям с восточными соседями.
